미국 국무부는 북한과 러시아가 인공위성 개발을 포함한 군사 분야에서 협력 강화 의지를 보인 데 대해 우려의 입장을 밝혔습니다. 양국의 거래를 면밀히 주시하면서 제재로 대응하겠다고 강조했습니다. 함지하 기자가 보도합니다.
매튜 밀러 국무부 대변인은 13일 정례브리핑에서 북한과 러시아의 인공위성 개발 협력과 관련한 질문에 “러시아가 직접 표결한 유엔 안보리 결의를 위반하게 될 프로그램에 대해 러시아와 북한이 협력을 논의하는 건 문제가 있다고 말하고 싶다”고 답했습니다.
[녹취: 밀러 대변인] “I would say it is troubling when you see the Russians talking about cooperating with North Korea on programs that would violate UN Security Council resolutions that Russia itself voted for. We haven't seen the full manifestation of this meeting yet, or what the full outcomes of this meeting will be. But when you see Kim Jong Un vowing to provide full unconditional support for Russia's so-called sacred fight to defend its security interest, which of course is not what it's doing with respect to the war in Ukraine, that, of course, is troubling, when you see what looks to be increased cooperation and probably military transfers.”

[녹취: 밀러 대변인] “As we've said for some time, we have reason to believe they were going to discuss military transfers. That is quite troubling and would potentially be in violation of multiple UN Security Council.”
또한 “우리가 한동안 밝힌 것처럼 우리는 그들이 군사 이전을 논의할 것이라고 믿을만한 이유가 있다”며 “이는 꽤 문제가 있고, 잠재적으론 여러 유엔 안보리 결의를 위반하는 사안”이라고 밀러 대변인은 강조했습니다.
앞서 김정은 북한 국무위원장과 블라디미르 푸틴 러시아 대통령은 현지 시각 13일 러시아 극동 아무르주 보스토치니 우주기지에서 정상회담을 개최했습니다. 이 자리에서 두 정상은 북한의 인공위성 제작을 포함한 군사기술 분야에서 협력할 뜻을 내비쳤습니다.
밀러 대변인은 미국이 이번 사안에 어떻게 대응할 것인가에 대한 질문에는 “(무기가) 어느 방향으로 가든 우리는 매우 면밀히 주시할 것이고, 상황이 적절하다면 제재를 가하는 것을 주저하지 않을 것”이라고 밝혔습니다.
[녹취: 밀러 대변인] “So, with respect to either direction, we would watch very closely and be concerned and will not hesitate to impose sanctions if and when it's appropriate. And then I want to speak specifically for a second about the idea of North Korea providing weapons to Russia. One, just the overall context, I don't think it's important to restate again that, you know, a year and a half ago, Vladimir Putin launched this war thinking he was going to restore the glory of the Russian Empire, failed in all of his maximalist imperialist aims, and now a year and a half later, after losing 10s of thousands of Russian soldiers and spending billions and billions of dollars, here he is begging Kim Jong Un for help.”
이어 “구체적으로 북한이 러시아에 무기를 제공하는 방안을 잠시 짚어보고 싶다”며 “1년 반 전 블라디미르 푸틴은 러시아 제국의 영광을 되찾겠다며 전쟁을 일으켰지만 과격주의적 제국주의라는 목표 달성에 실패했다”고 설명했습니다.
그러면서 “(푸틴은) 1년 반이 지난 지금 수만 명의 러시아 군을 잃고, 수십억 달러를 지출한 데 이어 이제는 김정은에게 도움을 구걸하고 있다”고 지적했습니다.
밀러 대변인은 북한이 12일 동해상으로 탄도미사일을 발사한 의도에 대해서는 “그 정권이 무슨 생각을 하는지 아는 건 항상 어렵다”며 “하지만 이전 탄도미사일 발사 때와 마찬가지로 미국은 북한의 최근 탄도미사일 발사를 규탄한다”고 답했습니다.
[녹취: 밀러 대변인] “Always tough getting the mind of that regime in particular. But I will say that the United States condemns the DPRK's recent ballistic missile launches as we have condemned their previous ballistic missile launches. The launches are in violation of multiple United Nations Security Council resolutions, and are the latest in the series of launches that pose a direct threat to the DPRK's neighbors. They undermine regional security and our commitment to the defense of the Republic of Korea and Japan remain ironclad.”
이어 “이는 다수의 유엔 안보리 결의 위반이고, 북한의 이웃국가에 직접적인 위협을 가하는 일련의 발사 중 가장 최근의 것”이라고 지적했습니다.
또한 “이러한 발사는 지역 안보를 약화시킨다”면서 “한국, 일본에 대한 우리의 방위 공약은 철통같이 유지될 것”이라고 확인했습니다.
밀러 대변인은 미국이 외교 혹은 군사적으로 북한에 대응할 것이냐는 질문에는 “우리는 외교를 할 준비가 돼 있고, 외교에 열려 있으며, 북한의 핵무기 프로그램에 대한 우리의 우려를 해결하기 위해 북한과의 외교를 환영한다는 점을 언제나 분명히 해 왔다”고 밝혔습니다.
[녹취: 밀러 대변인] “We have always made clear that we are ready for diplomacy, are open to diplomacy, would welcome diplomacy with North Korea to address our concerns about its nuclear weapons program, and to date, as I believe you're well aware, well aware, they have shown no interest in such diplomacy.”
그러면서 “모두 알다시피 현재까지 북한은 그러한 외교에 아무런 관심을 보이지 않고 있다”고 지적했습니다.
